You have high mayor rating so that suggests to me your sims are quite content. The first thing you should do is look at ways to cut costs. Are there there any schools/hospitals that are over funded? The money you save from this invest in a subway system. Try and concentrate mainly in commercial. Ofcourse connect to residential, some industry however you will find the majority of sims do their travelling in commercial areas. Then place bus stops beside the subway stations. Connecting your mass transit in this fashion is very beneficial to your city. Place parking garages beside statios too to encourage commuters to leave their cars and take public transport. Use your traffic stats and find out where the hot spots are. Use elevated highways to ease congestion in busy areas. Make sure you conect your highway with plenty of off ramps.

Make sure you have plenty of parks and things to help the enviroment and increase desireability. If you put a country club right beside it you will have no worries at all. Everyone wants to work/live beside the country club.
