What is the possibility of a super-large map.  No small medium or large maps.  Just one super large map (about the size of 16 larges)

I believe you are referring to a map with just one huge city ???
If so, then I am sorry, but its not possible.

Confirmed; SC4 limits the size of a single 'city' to 4km by 4km. The interconnectedness and border 'rules' are very helpful in building cities and regions. If you want a huge region, that is very possible, but not a huge city.
