If you are running XP, the O/S has probably messed up your night texture folders by installing a thumbs.db file in them.

To get at these, you have to expose System and Hidden files. You can then go into the BAT's Maps directories and delete these pesky thumbs files. This happened to me, and that's how i fixed it.

I have XP aswell and have never really noticed any probs with night lighting...

I mean I have had probs with other things, but never this...

When ever I do have a prob I ussally redownload it and that works must of the time...

I wonder why XP causes so many probs with SC4...It really stumps me...

Well good luck!

I've installed the patch twice and still I get no night-lighting. It's driving me crazy, I don't know what the problem is.

Reading the patch log, it seems to not be updating anything due to the patch already being applied. I searched for thumbs.db but only found that file in directories for other programs, not simcity (and I doubt deleting civ4's file would help).

Any ideas?

The thumbs.db files are in the texture files in gmax. If you don't have the BAT and its friends, I don't think you have those textures.
