Loosing population

I keep having a recurring problem with my cities, I will start off zoning all the residential as low income and low density. My population will rise to about 9-10,000 and residential will cover about 50% of the city. As soon as I put down some parks or upgrade roads to medium streets, my population falls to around 5,000 and it stays low. I am only filling about 1/3 of the available jobs. It doesnt make sense to me that the sims would leave as I am improving their homes. Is there something I might be doing wrong or is this just a qwerk in the game. Thanks!

the number of residents in each $, $$, $$$ are varies. The richer they are, the less residents is in each residential.

Low wealth high density building holds 400 people, medium wealth 200 or 300 (dont remember which one), and high wealth only 67 people.
