Unable to import a new region

I just reinstalled SimCity 4 with a region that I backuped. I want to import this region into the game but whichever method I try, I can't seem to import it.

 

The first method I tried

I went to C:\Program Files\Maxis\SimCity 4 Deluxe/Regions and pasted the whole folder of the region I want to import. Then, I start my game but it isn't there.

 

The second method I tried

I heard you can also import by pressing Ctrl + Alt + Shift + R when you are in the game but it doesn't work too.

 

What is it that is wrong? Am I doing it wrongly? I searched google for help but most people import using these methods too and it seems to work for them.

In case you ask, I've SimCity 4 Deluxe version 1.1.640.0 before and after I reinstall SimCity 4 Deluxe. I've uplouded the config.bmp of that region but I can't uploud the Cities which is the SC4 files.

First of all your playable regions are in C:\<your account>\Documents\SimCity 4\Regions

 

You should not put anything in Program Files after the install.  If you loaded from CD, did you apply the 2 required patches?

 

What's the point of displaying the config.bmp file?

Thank you, I've solve my problem but I want to know why the game only read the region files from C:\<your account>\Documents\SimCity 4\Regions but not from C:\Program Files\Maxis\SimCity 4 Deluxe/Regions? Hope you can explain to me. Also, does that mean I have to put all my bug fixes and NAM in C:\<your account>\Documents\SimCity 4? I have IH_census_10_78_12.dat which I think is the bug fix.

 

I've displayed the config.bmp because I thought maybe you need it but I guess it's pointless now.

The regions in the Program Files area are for use when setting up a new user.  All the Program Files areas (there are now two of them) are system areas and are global to all users on the machine.  Most people these days don't realize that modern operating systems can have many users each with his own account.  Global areas are available to everyone on a read-only basis, and only administrators have write permissions there.  Any plugins you add to this area are therefore imposed on all users.

 

When this game was released, people knew more about their machines and why things were where they are.  This has faded with the use of computers as a home appliance about which little is known.  The average users these days can't find things in the file system because he doesn't even know it exists.  File storage is just some mysterious feature.

 

All user downloads, unless otherwise specified in the documentation, to in your C:\<your account>\documents\simcity 4\plugins structure which should have sub-folders for each author or group of origin.  Downloaded files should be kept in a separate space, for example: C:\<your account>\documents\downloads\sc4

Where's Buggi?  That plugin is the Extra Cheats DLL and is found at the base of the main folder (not shown here).

 

You didn't say whether you had installed the patches or whether you needed them?  What is the build version of your game?

I have the latest version, version 1.1.640.0. I've already put the NAM Pugins in C:\<your account>\Documents\SimCity 4 and it works so I guess it's fine. Now I've encounter another problem, I need some help with my city development. I've post the problem
