How Many For The Space Center?

Hello. I've gotten my space center great work finished between my cities (I have the region with three), but it's delayed because my advisor tells me I need the 300 Sims to get it going. I've grown my three cities basically equally (150,000 and above), but and still the space center advisor tells me I still need to hire the 300 Sims. Is there a certain number I need in the cities to get my space center up and running? What else do I need to do? Thanks in advance.

I'm having the same issue.  I've started numerous citys in the region.  Many with hundreds of unemployed, low-high.  Nothing seems to finish the construction.  I recieve the the now hiring msg constantly.

I don't know if i remember correct right now. I think it's a known issue.

It can take upto few hours of continious play to get it up and running.

If not then your game may have glitched.

Try quitting and reloading the city.

I'm having this issue with an offline single player game.  Are great works in offline bugged? Or will it eventually start building?  The region has 1.5 million sims.  Unemployed sims everywhere.  I played several citys in the region.  Still saying I need workers
