Excess Utilities and how to share them

Okay, so I realized early on that real estate in this game is at a premium.  And utilities seem to take up quite a bit of space.  So when I started a new region I thought to myself "I'll just have one city be the utility provider for the other 3-5 cities in this area".  Well after some time I've run into the problem that I can't make even a small amount of my excess power/water/sewage to show up as available in the region.  Right now I've got a city with a 800MW excess yet there's only 57MW available in the region.  I know that it's divided by the number of other cities in the area but c'mon, 57?  Can anybody tell me what I'm doing wrong?

Depending on the settings you have turned on, it may have already distributed the excess power to the cities already buying it.

The 57MWs are what's left over after all the existing cities take their cut.

I guess that makes sense.  So just to clarify;  The Arcology requires 300MW of power to operate.  If I have an area with 4 cities surrounding one great work I'd have to generate 1200MW of excess electricity in order for the great work to get it's 1/4 share of the energy pie?  It just seems so inefficient to divide like that.  I'm also skeptical about other cities "buying" utilites since I see no income for that on the supplying cities budget board.  So confusing.

I think Simcity is still operating under principles set down before release with people expected to play the way the company expected us to play before they released the game.  Multiplayer and sharing utilities between cities is still kind of broken.

No, One city can supply a Great Works site with all the utilities it needs (and workers too).

The Great Works sites count like builldings in the utilities grid.

The Great Works take precedence over the cities when it comes to utilities.

So the power distribution will look like this with the Great Works hooked up:

If one city is powering the Great Works and the region:

    Total Power Usage = (Power City + Great Works) + City 2 + City 3 + City 4

If two cities are powering the Great Works and other cities:

    Total Power Usage = (Power City 1 + Great Works) + (Power City 2 + Great Works) + City 3 + City 4

If three cities are powering the Great Works and other cities:

    Total Power Usage = (Power City 1 + Great Works) + (Power City 2 + Great Works) + (Power City 3 + Great Works) + City 4

    etc....
