Power bug?

So, I successfully built an electronics city that sells TVs. Went on to build an Arcology, then switching to selling Computers for more profit. The game was running fine and all of the sudden, my nuclear power plant went to the unsafe level. I'm guessing it's all thanks to the Arcology sending uneducated workers (Correct me if I'm wrong though), since my city has already maxed out on education level. I closed down the power plant, wanting to plop an oil power plant for a temporary workaround and noticed my city has power, even without any power plants. I've double checked and I'm totally not buying any power from other cities (Heck it's at -773.3 MW deficit). Anyone knows what is going on? These large circles are moving freaking fast all over my town, and it doesn't seem to run out.
