Partial problem with region install

I am trying to install Miami Beach region. Following the instructions everything seems to be  going well but on the last step when I am waiting for the program to create Miami Beach, I only get clouds.

 

It starts the process and goes thru all the steps and I see a small square of land. I assume it is just the default but when the program finishes the land disappears and I only have clouds.

 

I have both the jpg file and config file both in the Miami Beach folder.

 

Any suggestions?

 

Also to save a post I have another question. Industry. It keeps catching fire. So I added a fire station closer and it shows its covered. All roads are connected and no traffic backups but still the far corner keeps catching fire. So I got pissed and added like five fire stations in the corner. It still caught fire. This has happened to me several times in the past so I just dont use industry that often.

Check all access points with the drawpaths cheats (you need the extracheats dll). If you're positive that the road layout isn't the culprit,  dezone your industry, let the simulator run a few months and rezone.

It is defective.  When I replaced the config.bmp file with a solid blue one (0,0,255) the map disappeared altogether.  There is something amiss with it.  I couldn't get Landscape designer to read the .jpg but that may be a problem at my end.  Try opening the .jpg with Landscape designer, then build a new config.bmp.  I suspect that what has happened is that the creator did a cut job on his original map.  I am willing to bet he never tested it.
