Resolution Errors!

Okay so a few months ago I had a case of the props pox in one of my cities. Then it went away after uninstalling and re-installing all my mods etc.. Well anyway now I have this problem. There seems to be some type of resolution error going on in my cities and my region. I have never touched my settings and I already tried having it on high. Anyway I can't figure out why this is happening, does anybody have an idea? Here's some pictures..

If you're not on a widescreen I seem to recall there were simple options.
