I don't think there is even a DVD version out as of Now. Your best bet is to buy it off Steam.

While it's not the DVD version, Amazon.com (US) is selling two versions of Cities XL Platinum, both digital and both on sale for $20.99 as part to Amazon's "Digital Game Mayhem".

 

The difference is that one version is downloaded through Amazon (the "standard" version), and the other is a Steam code.  Didn't realize that Amazon.com sold Steam codes, and they are cheaper thanks to the sale (runs through the end of the month).  Do wish they had the DVD here in the US though, 6 GB or so is a large download.

I own the steam version of 2012, if you would like a copy of platinum I can steam gift you a copy for $5. I would say steam is the best way to get it at this point.
