Region Questions

Can anyone help shed light on this?

 

1. There are big massive 16 player regions, but only groups of three cities at a time are connected by road. Does that mean that only those three cities share workers, etc?

2. For great works, can only the three connected cities work/share the benefit of the great work?

3. What is the interconnection of cities in the region which are not connected by road/rail? Is it only planes/water/pollution?
