bottom control panel does not display

I purchased SimCity 4 deluxe from Steam and it worked fine for about three weeks. Now, all the menu items, control panel, at the bottom keeps flickering away. And occasionally reappears when I move my mouse over the bottom where the control panel should be. The game never freezes up, so I wind up bringing up task manager to close the game.

I completely uninstalled and deleted all traces of the game and reinstalled it. It still happens.

I graphic cards are AMD Radeon HD 6990.

Any advice would be greatly appreciated

Make sure you graphic card settings are all Application Selected or something similar.

i actually updated the graphic card drivers today and now everything seems to be working.
