You need to have the official Maxis updates if you want to see light in buildings on night-time.

RH/DE update (1.1.638.0) & the Sim City 4 Buildings update which you can find here (1.1.640.0)

Also remember that lights only come on at night... all buildings need power to show any kind of light.. and off course make sure that the buildings you download actually has night-lights

Some buildings also require The Day and Nite mod to show night lights.

Then you have not yet installed Sim City 4 Buildings update which updates the game to Ver. 1.1.640.0 which gives the nightlights.

I downloaded it. Updates without an error. But the version of game the old

throw down Sim City4.exe (v.640)

I have already install the update 5 times and i am still at version 1.1.6380. It doesn't seem to change. And the nightlighting doesn't work .....
