Welcome to the conversation.

With water mods, you simply install the new one in your plugins folder in the usual way.  If you render a new region after that, the new mod will be in effect.  With existing regions, the new mod goes into effect when you open each city and save it.  You can do this city by city as you play.  No rush.

I installed a new water mod after I had rendered one of my big maps.  It is slowly being converted as I play.  Here is a screen shot.

The dark areas are the new water mod.

Just install the mod. It should automatically override the Maxis one.

If you want to make your own, I'm sorry, that is beyond my knowledge.

To search for the ideal city today is useless. For all cities are different. Each one has its own spirit, its own problems, and its own pattern of life. As long as the city lives, these aspects continue to change. Thus to look for the ideal city is not only a waste of time but may be seriously detrimental. In fact, the concept is obsolete; there is no such thing.

If you want to learn how to mod, try this thread.

This topic is beyond my knowledge, but still I want to know if I understand you correctly - in order for others to help you.

What you want is to change the appearance of the water in region view, correct?

As A Nonny Moose pointed out, the appearance of the water in region view is a result of the render of the water in each and every city tile. E.g. if you install a darker water mod, like Nonny did, you have to load every tile for the change to take effect in the entire region.

There are many different water mods that look realistic when viewed in a city, but look rather dull and boring in region view. This is of course because the mod textures aren't made to look detailed and realistic (other than colourwise) in region view. Considering the view altitude in region mode, you can't expect to see many waves or such anyway.

Based on my understanding of your question, you want a more realistic looking body of water in region view (similar to what's shown on your picture). As stated, this is beyond my knowledge, but based on what's mentioned above, this is not possible as there are no separate files to be modded for the view of the water in region view only (There are no "Region View Water Mod" in addition to the regular water mods).

The only way to achieve what I believe you want, would be to make a water mod with "big" textures. This water mod would look horrible, undetailed, pixelated and not even close to realistic in city view, though.

Again: This is beyond my knowledge, and please feel free to correct me if I'm wrong.
