HI, I running the 5970 ATI card, with 6GB of ram,and the i7 920 D0 cpu at stock speed and well not matter what i have tried I have pretty bad graphic problems,

1 when building roads or lots the textures flash and while building are being built they do not show up,

I try and run xfire and make a video of it,  For my system this game should run smooth as a babys bottom but its not and i have ran out of ideas 15.gif

With a modern graphics card, you have to understand you are dealing with a legacy game.  It doesn't understand even anti-aliasing.  So, go to your control panel (catalyst, is it?), and make sure that all your optional settings are set to application selected (or whatever the equivalent is for your card).

If you want to see if the problem is hardware, change to software rendering in the control panel and restart your game.  If it smooths out, you need to fix your grahics settings.  Don't forget to reset to hardware rendering.

If you haven't, with that processor you should set the game to XP compatible, and affinity to a single processor.

There are several topics posted by people dealing with similar issues albeit with different names or definitions. I, too, had trouble with my HD5850 running SC4, ending up with flickering cars or ghostly pedestrians... SC4 definitely hates ATI cards and anti-aliasing passionately.

Try the following solution. I have customized it to fit my own VGA card and it worked. I even posted about it somewhere in this forum. Hope it will be okay for you too.

Let us know how it goes...

Oh and make sure to turn down "shadows". For some strange reason "high shadows" tend to make SC4 crawl to a halt.

Thanks guys but i was able to fix the problem with this game and other games,

I was using the newest ATI drivers and well they were the problem.

I rolled back to the 10.5 hotfix and sim city 4 looked good and play smooth and the rest of the games played good.

I had the same problem. New pc with an ATI 5970, latest drivers

Cars, pedestrians and street lights were transparent.

I went into my catalyst control center --> 3D. I turned "Use application settings" on for both AA and AF.

    It fixed it.

I am getting a new machine soon.  I am glad that I told my builder to avoid ATI like the plague.  Since I know some of the guys who work for ATI Canada, why am I not surprised?
