i am playin on sim city 4 deluxe and i downloaded a file from the st exchange but i don't no how to make it so i can use it in game can some one tell me how please

download a winzip or winrar program, they have free versions and use that open the file you downloaded. extract to C:\Users\xyour user namex\Documents\SimCity 4\Plugins
