Early city problems

i just installed bootcamp and am running sc4 deluxe on my mac and then installed a bunch of plugins. for some reason my first cities in a region are not growing beyond a couple of hundred people after 10 yrs....is this normal? i have an industrial town, medium square. hooked with highways where a residential section is separate from teh industyr. south of that i have a commerce/res city with highway connection. both cities are near 10 yrs but no one is moving in at all...under 500 each. i have power, water, schools, clinics, police, fire, bus stops and a nice highway system. i just don't understand. i spent all this time building up a nice planned city and it just doesn't take off. i slashed tax rates. i have nam installed with better pathfinding option checked. then reinstalled it with standard checked... i had cam installed but removed it to no avail the only cheat i have installed is the legalize gambling nets me 30,000. i have other plugins like street buses in roads, i feel like something is hampering the growth like a mod conflict.....what should i do or am i overlooking something major.... rci...res is fairly high. commerce is zero or below and industy is all negative escept for ag..... this after slashing taxes to under 5 percent... please help

It sounds to me like you need to zone additional residential zones.  Even if you zone for medium or high-density res., they won't upgrade to larger buildings until you have a high enough population (I'm not sure of the exact number).  If I were you, I'd experiment a little, and try to build another residential neighborhood or two and see what happens. 

If your zoned residential isn't growing into anything, check the desirability in Data View.  If it looks poor (red), then try to add a few trees and/or parks nearby.  This usually does the trick for me.

    i tried....

    i downloaded census repository and my industrial demand is in -120 for dirty, -10 for manufacturing, -6000 for HT

    still there are over 2000 jobs provided.

    it seems there aren' enough people to take the jobs...and also there isn't any demand to create more jobs to attract more people.....the current jobs aren't filling up

    i'm stuck on somekind of cap i just don' know what....very frustrating...been 19 yrs and i can't get past 900 people.....

    forgot to add.....just now the game started crashing to desktop repeatedly.....something here is buggy....
