I noticed that every second thread in this forum seems to be asking this same question.

The lot editor can be downloaded either directly from the SC4 Official Website, or alternatively from the fan site sc4devotion.com. If you are experiencing problems with your log-on at the official site, go to SC4D as it requires no log-on.

It is also recommended that you download bldgprop_vol1.dat (Sim City 4 Buildings as Props) and bldgprop_vol2.dat (Rush Hour Buildings as Props) as they add extra props to the lot editor, as well as being a dependency for many lots on the STEX.
