Modifying Lots on a Mac

I'm trying to build a truly walkable city with the NAM traffic simulator Z (no parking) and want to edit several of the default Maxis lots to 1) increase the service radius, and 2) remove parking spaces.  Though there is the Radius Doubler Mod, that only solves the problem of schools covering an unrealistically small geographic area.

The only tools that I know of to edit lots are the BAT and the Lot Editor, both of which fail to install in Parallels as they complain about SimCity not being installed.  Are there other tools that I can use to accomplish this task, or are there registry keys + symlinks that I can set up to trick the BAT/Lot Editor/etc. into recognizing my Mac version of SimCity as being installed in Windows?  What do you suggest?

The only (legal) way to do it is to buy SC4 Deluxe for the PC and install it in your Windows system running under parallels.

    Hmm...  disappointing, but unsurprising given EA's interest in the Mac in 2004.  That being said, I am kind of surprised that no 3rd party cross-platform lot editor is out there.

    In the meantime, I guess that I should use the Radius Doubling Mod and start looking for new schools to use on STEX and SC4Devotion.  If I get desperate, I can shell out the extra $20 for the PC version of the game.
