i need help on how to use something i downloaded PLEASE POST HELP!!

i downloaded this bomb pack that was made by "scba" but i don't exactly know how to use it. i put it into the plug-ins folder then i started simcity 4 and i couldn't find a tool or anything for it. has anybody else used this and knows how to find it?

They are lots, I have no idea where they appear, but I guess that they are either in the park or in the landmark menu.

They appear under the Energy menu. Plop one of them, then let the time pass by one month.
