I am having trouble finding a tutorial in which you could keep houses on a sloped level without the hideous concrete surrounding, there was a certain technique that stopped you from doing it.

Also is there another tutorial out there that helps with realistic city designs and also help on how to start it.

There is a tutorial by spa, called Working with Hills, which is in the Omnibus. Also, in the legendary Digby city journal, there is a mini-tutorial on avoiding that concrete located somewhere in there. You should also look at Digby for realistic city designs (if you're meaning small town layouts). For big cities, check out Google Earth or Microsoft Live Search Maps (i recommend the latter).
