Does anybody know what I'm talking about? I had my entire hard drive erased by a bug and I cannot find the MOD that allows cars to park on the side walks. If you find it please send me a link please.

Because the software was designed that way. You have to register for the STEX as well, this is used for the ability to track downloads, post comments and stuff like this.

The street side parking lots are eye-candy only, but parking lots in general can contribute to the game - like the in-game parking garage, that can be used in conjunction with other mass transit lots.
