Micro-manage your schools, hospitals and jails. Cut goverment and beautification budgets. Raise taxes. Always build those zones that are in demand.

Get neighbour city('s) and make contracts like energy and water, always use the cheapest water and energy plants Water tower = cheaper then pump coalplants are cheaper then gas. If you got rush hour you can better do driving missions for money thats good to.

Don't build fire stations police stations etc... until you can afford them - it is probably a good idea to build a small elementary school and a small hospital to get your city started on a better future. better education makes more money... so work on that too. also , and while induastry may be dirty - it does provide tax revenues and jobs and can be a huge help.The higher the education , the more demand you have for manufacturing and high-tech industry - and build plenty of parks(every 6-8 tiles) - it will improve demand and allow you to raise taxes to a better level.

Not really, unless you have a very small city (<10K sims). You can run 7 water towers for the amount of $$ one pump will cost you, but the amount of water you get from the pump equals that from 10 water towers.
