i was wondering if a city could survive without any industrial just residential and commercial and can a city survive without any comercial

Yes, but only if your neighboring city has the other two... for example, if you want to build a city completely residential, you can, but you have to be sure you have an industrial and a commercial city next to it. Be sure to make lots of neighboring connections, so that your sims can find jobs...otherwise there will be no demand... There may be a cheat, but not that I know of...

Just wanted to tell u that there isnt a cheat for it, the onbly ones similiar to that are the two to get rid of the water and power requirements. Everyhing else that s_olah said is correct!
