Help with higher education

I have 45k pop large elementary school which is full, but colleges and high schools have very few 50-150 people - Why won't more people go to high ed?

Just like in real time, residents spend 4 or 3 years in elementary school, only then they move into the high schools and universities...BTW try libraries, I love them, huge help...

Welcome to simtropolis! People will go to colleges and high schools after a little while. When a city starts off, most of the children are young and attend elementary school. After several years, the students will attend high schools and eventually colleges.
