Bizzare slow time bug

This is a odd bug I've been having in one of my cities (only one of them I migth add) where time will rpogress fine for about a month then it will just stop, cars will still move and what not, but time will not progress, making money and continueing kind of a pain. i've looked in tons of places and I'm not seeing an answer to this.

I don't use any mods and the games runs fine on my computer.

I've never heard of this kind of a bug...try uninstalling the game, and install it again...

reinstalling didn't help, this one city's time still won't progress.

sorry, no more ideas, I'm just surprised nobody knows the answer to this...
