swap 2.3 controll towers

i installed the swap 2.3 to fix my seaplane base problems(wich it did),but now if i plop a atc tower from the swap menu the city crashes to desk top,i am sure i have done everything the readme says to do,any helpfull sugjestions would be welcome,no telling what i might have missed or done wrong..thx for any help.

    i removed the swap 2.3 and the seaplane base from my plugins.everthing works fine now
