sims wont build small apartments and such

ok well  i dunno if its a mod or what but

i have a plan to build a city with aroun 100k ppl in it in the big city tutorial area so i obliterated it....and i so far have a pop of 5k. they have health education water ect... and all zones are high density (i start high from the get-go) but they wont build apartments! thet keep building missive estates that decrese my pop number which is not what i want! i alkread yhave 5 cites full of rich ppl and i dont want anymore!  ugh...

(o and also... im looking to re downlaod the CAM mod... colosal addon mod... can someone link me ot that... i google searched and searched here and cant find it)

You don't have enough population for apartment buildings no matter how you zone.  See what happens when you get over 30,000.

The CAM is at SC4Devotion's LEX.  You have to register for each.

If you are a relatively new player, I suggest you walk before you try flying with anything as large as the CAM.

To get used to major mods,  you should start with the NAM.  It will play with the CAM.
