I'm a newbie, just purchased SimCity 4 and was wondering exactly what all of the downloads, plug-ins, etc. are designed to do. Are they mostly just extra types of buildings, roads, etc. or do they provide additional game functionality?

Some of them are just made for the eye-candy part (marrasst underpasses) others are more funtionnal (NAM) you'll see there are many different things on this website.

For your full satisfaction, you need Rush Hour expantion set. With Rush Hour I have not seen or aware of any problems with anything I downloaded from STEX.
