I assume you mean a different city in the same region? Yes, of course they can. In fact, sometimes they leave on incredible commutes when you'd rather they'd stay closer to home.

Sims can travel to different cities within a region, but they cannot travel to a different region.

With this in mind, you can create a huge region with sims commuting back and forth between cities. Well at least I find. The link that constantina posted is an excellent way of helping you acheive your goal.

They can't travel to another region no. Their region is their universe. However, if you have run out of room in your region, make a new one that is much larger (with a .bmp & greyscale map) where your .bmp file mimics the layout of your current region, then import your cities into this new much larger region!

You have to be sure that you have all your within-region-cities connected by a efficent Mass Transit System, If no Sims hardly go to work to another city tile
