Don't "aim for" anything. Simcity is a free-flowing game. Make the city you want to create. I've made cities everywhere from a pop of 5 to a pop of over 1 million. It all depends on what I want from the city. My average pop is usually around 20,000. But I zone mostly low-density because it looks nicer. I personally hate crowded cities.

Like Bones1 said, aim for a city that is pleasing to you. If you want a high population, pack 'em in, I think that 5 million is easily attainable in a Large map square. If you want good-looking suburban living, zone low-density, grab some big box stores (Walmart, Kroger, Michael's, etc) from the STEX and plop 'em all over the place, and check out the article on suburbs in the Omnibus.

The bottom line is that the ultimate Simcity 4 customization (beyond all the plugins, mods, etc) is how you build...

Like everyone else said dont aim for the population in a city

Heres what I do...

I map out the whole city with roads, rail, and bus stops before I zone, then I zone, not paying attention to population, I just zone bit and parts until the area's that I wanted zone are, zoned. Then I zone higher and higher

I agree with the general trend, especially bones1.  Since there is no specific way to "win" this "game", you can do what you like.  I generate random terrains using the Landscape Designer then make the city fit into the terrain without many further modifications.  I don't care what the population is as long as it remains profitable.

Well, as exactly everyone said, don't look for something specific. I, for example, start with  the ready for building region and with a piece of paper near me. I get the plan i need there and then start zoning normally. I believe this is a realistic way to play SimCity4. While time passes, you just grow based on a plan you made up.

Anyway, welcome to Simtropolis and enjoy your game the way you want...then you will see you will like that way.

Simcity is un-winnable, never feel that you have gotton as far with a city as you can. There sometimes comes a point when you feel this is what you want in a city, and then you can stop. There is no set time for this feeling. It varies within different people. If you feel this head out your city and start building another one. If you don't have this feeling, don't stop building your city. If you want to, you can always go on.
