This is my first city journal. The first post will be a little long to set groundwork. If you enjoy following stories I am going to try to make this a story. If not just skip my first post and if you want to follow me check out the screen shots through out this city. This will also be my first city to focus mainly on crime prevention/education, pollution prevention (theme of the region), and also my first attempts at interchanges. I sincerely invite advice and constructive criticism. Thanks for reading, and taking your time to check this city out! I have lately started to like Latin words, so I have been incorporating them into my Cities for something unique and fun.
The name of the city is: Viridis Viculus - Meaning 'Green Hamlet.'

Concilium Journal
Mayor Lawnphysics was approached by a group of green entrepreneurs to help establish a new green region that was recently opened for development by Sim Nation. A group of philanthropists banded together to form the first Concilium, the first meeting took place at the Mayor's House.
The order of business was decided by Concilium Member Kaley Houston and Payton Peterson.

The following is a list of minutes from the first meeting.
1) The first power plant, a windmill, was to be built on the East of the City, as well as industry. When the treasury grew advanced solar technologies would be the next step to meet growing energy needs.
2) The location of the first water tower, school fire station was committed. The zoning board will meet on the 25th of each month to determine locations of future development.
3) Mayor Lawnphysics had managed many cities in the past, his experience was one of the reasons he was approached by the entrepreneurs. He highly recommended at least a 20% expenditure rate on Education and the Police Force. Lawnphysics basically said he would rather retire than deal with the crime rate he did in the last city he managed.
4) Concilium Members decided to pursue Major Academy Research projects by year three of founding because the technology from the Academy was mostly green based. All nuclear and possible dirty research was banned. Any Sims found tinkering or researching these banned technologies would be fined 1.75 million Simolians or 25 sim years imprisonment or both depending on the level of pollution emitted. The maximum penalty is both plus exile from the city once the sim paid the fine or served his sentence or both depending on the severity of the crime. Certain industries will be allowed development after ground scrubber technology is feasible and affordable for the city. Councilium Member Malik Muzuz recommended that the electronics industry be pursued at that point. His recommendation is based on the fact that many sims will want new ULTRASIM Televisions, SimPhones and Quantum Computers. Some Concilium Members believe Malik Muzuz is hoping to monopolize on his past electronic experiences.
5) Due to the overwhelming pollution in Sim Nation, and the demand for clean development many Concilium Members were concerned that there would be a run on clean land with high land values. The Concilium decided to build two tunnels accessing the SimState and SimNation accessed off a round-a-bout. In the future, if there was no run on the clean development, interchanges and freeways would be built at the access point. This was decided because the tunnels could be destroyed and the narrow pass would be easily defensible if necessary.
6) Tax Rates were set at 7% for early development, with an increase to 9% when population hit 2,000, and 11% when population hit 5,000. Development would be halted for a few years while the region treasury grew at 5,000.
7) The great works was discussed. The Concilium wants an Arcology but will default to the vote of the neighboring Mayors. Lawnphysics was in agreement as he wanted to work with other mayors to make this the cleanest region in Sim World.
9) Concilium Member Ted Cruzs' Llama was discovered outside the Mayor's house eating his Sim Roses and Spitting on the window so the meeting was adjourned early. Cruz apologized to the mayor. The Mayor told Cruz it was no big deal that his seventeen pet Llamas would be here next week.
