I have a region with three cities in it, all about 100 - 150k in population. Got the university in my education city and researched the Solar Farm, then started building it. Two of the three cities see that it's being built. The third got the "Solar Farm unlocked" message, but shows an empty great works site. I can't send any resources from that city. Tried letting it run while I read for almost an hour. Still shows an empty GW site - no Solar Farm being built.     Anyone know a fix or workaround?
