  1. When you are playing around with tax rates keep in mind that as your population grows, that the neutral tax rate decreases. That means, that any tax rate above the neutral rate will begin to reduce demand. The neutral tax rate never goes above 9% . That is why when you set your tax rate to 10.5% your demand went negative (and your mayor rating probably also decreased).   6. Did you install all the mods at the same time without testing them one at a time first? If you did, uninstall all the mods. Get the game working in an un-modded state. Then install one mod. Run the game and see if it works. If it does, then install the next mod. Repeat the process until you reach a mod that either doesn't work or conflicts with another mod and makes it stop working. If you find a mod that doesn't work, either don't install that mod or search online to see if there is a solution to get it working. Remember, do one change at a time. If you make a lot of changes at once, it becomes almost impossible to troubleshoot an issue.

  8. Gaps in Roads

    This may be due to the GLR you placed nearby. As an experimnent, destroy the GLR intersection along with some of the diagnol pieces. Place a normal road piece and fill in any gaps with the pedestrian tiles. See if the gap disappears. If it does, then for some reason that section of road does not have the necessary sidewalk texture when it is used with the a GLR network piece.
  9. Do you have any demand modifiers in place? The demand graph looks odd...like it is being manipulated by some plugin (or maybe conflicting plugins). How is your mass transit network for the city?. Make sure you place enough mass transit in your residential cites and your commercial so the sims can 'find' their way into the center of the massive commercial zone. The sims that would work in the C$ and C$$ buildings are more likely to take mass transit. You definitely need to balance out your demand. You may try to demolish some of your C$$$ buildings. When new buildings grow you can mark any C$ and C$$ historical so the simulator won't re-develop them into C$$$.

    I have seen a sim walk to a bus stop in a neighboring city, then take the bus back to their job in the originating city. I think they can double back if they change transportation modes.

    The eternal commuter bug can occur with only three cities. The key is the the commuters find a way back to the originating city but not by the city they first commuted too. The speed of the connection does not matter. Once the sim crosses the border, the commute becomes 'long' If you do get an eternal commuter bug in your region, you have three options: 1) Do nothing. This is not the most desirable option since this can clog your transportation networks and may mess up your demand 2) Try to reconfigure your cities to prevent/break the eternal commute. This is probably the best option, but some may be unwilling because of aesthetic reasons. 3) If the eternal commute is on a road or highway, put a toll booth on it and milk them for every penny they have.

    Since you did the trial version first, you might want to totally uninstall game, then re-install the full version. Also, you don't need to use the -cpucount 1 command switch. SimCity 2013 (aka 5) is a modern game and should be able to use multi-core CPUs. Once you have the game re-installed let us know if you still have the issue. If it persists, then we will have to due further troubleshooting.
