Jamaica Bay, East New York: SimCity 4 tips and tricks (NAM36)
This city journal is a combination of SimCity 4 tutorial for intermediate and advanced players, with mention of hidden SC4 and NAM tips and tricks, and the story as this city unfolds, from the very beginning. I am a longtime vanilla SimCity 4 Rush Hour player, and this is my second city tile using the NAM. I love region maps of real-life locations, lots of water, and ferries, and tunnels, large (happy) sim populations, tightly packed urban neighbourhoods, using sophisticated traffic management, wealth development, and zoning techniques, from playing the vanilla game for many happy years.
While most people use television and movies for their relaxation, I do SimCity 4, instead. My TV broke a couple years ago, and it took me 6 months to notice!
I haven't even bothered to replace the TV. On the rare occasions I feel like watching video content, I binge watch science videos on YouTube, instead.
Gosh the NAM is exciting, even though the sheer number of features is tad bit intimidating at times!

The coastal outline of that little piece of New York, seriously looks a wee little bit like Australia!
I downloaded the SimCity 4 region map for New York from this link, and used SC4Mapper to break it up into large city tiles:

I chose this city tile for my second city, because it has many, many spots for ferries, which I am focusing on for developing a booming tourist trade (capitalising on the Eternal Commuters bug) located in the immediate vicinity of each one of my ferry terminals. Very importantly, it's also adjacent to my first city tile, Breezy Point, New York. I'm starting this city tile earlier than I originally intended, because I have an R$$ medium wealth unemployment problem in the first city of my region, Breezy Point, and so the ferries in neighbouring Jamaica Bay will provide a much needed economic stimulus for Breezy Point. My ferry-based neighbour connection areas are designed to attract C$$ and C$$$ commercial growables, using the economic stimulus of bus/ferry traffic — both intercity commuters AND ferry tourists (aka eternal commuters).
During this first stage of city development, I'll be focused on ferry terminal areas with sophisticated (C$$ and C$$$) tourist commercial zoning and simple R$$ adjoining residential, and LOTS of windmills, so that I can get back to Breezy Point city tile ASAP. Later on, I'll develop Jamaica Bay as a major regional throughfare, with:
