How to download SimCity 4?

The only legal place to download SC4 entirely for free is from Origin, if providing a valid original CD product key.

There are some other important considerations about the Origin versions to keep in mind still. Basically some people have reported receiving a fully patched game when redeeming, but then others have found it reverts back to being unpatched. As of writing in August 2022, I'm uncertain on the latest status for Origin and how viable it is.

Other legit digital sellers aren't free, but if going with GOG this might be useful:

 

However, SC4 from GOG and must be purchased in order to download. It is worth it however, as it comes fully patched with no strings attached.

Often they run frequent sales where the game sells for as little as $4.99 at 75% off. That might be the best time to purchase.

That's, mildly speaking, a huge exagerration...

5$ or 4€ is really an "alms for the devs" price given how exciting it is and how many forms of expression it grants...

Perhaps I shouldn't tell it... but the fact is that there currently exists no pirate-dedicated SC4 forum that will allow you to obtain help with the mods malfunctioning on illegal game versions (I know that diagnostic sites like these exist for other games as I used to be a bucaneer a few years back. Arrr...).

I can understand someone being pissed with modern games which do cost an arm and a leg, especially with the stupid shark cards, virtual money and other junk like this... But SC4...? Be reasonable.
