http://www.wiki.sc4devotion.com/index.php?title=DLC:Air_Force_Base   This entry talks about an 'unimplemented' airport (?) zoning- apparently this is the only building that can grow on this unimplemented zoning type.   I wonder if there are other unused zoning like this that can be used for mods, or if that's even possible.
