Rebuilding Networks problem?

Have encountered an unusual problem with RHW2 and both single track and double track rail recently. I don't believe it is a NAM related issue as everything functions fine while I am working on a particular tile.

The problem is that upon returning to an already saved city tile some or all of my curves and bridges will disappear? The curve sections will leave remnants as if they were bulldozed? So far, everything can be rebuilt with ease as the terraforming seems to save just fine. All of the city tiles developed so far in my region are mountainous and contain a lot of elevation changes and water crossings requiring some rather complicated road and rail geekery. Strangely, this has not occurred on any of my more developed, moderately populated tiles located on similar terrain?. In fact it seems to get worse as I get further away from populated areas?

Sounds like you need to do some experimentation.  Create a sandbox region and do it there to avoid messing up anything you want to keep.  Just make a new region called sandbox in the opening screen, and work on cities there.
