Horrible glitch issues in Windows 8

Just got a dell inspiron 14z with windows 8. I installed Sim City 4 Deluxe edition and applied the patch (note that my game needed a SKU 2 patch because I live in South America). Set the graphical options and started the game just to find out that it is with horrible graphic issues, (e.g. the cross between two streets is missing and the shadows are all messed up) Anyone would know a workaround to this? I attached a picture to show the glitches.

Did you set your GPU 3D options to 'application selected' or words to that effect?  Also, if you have a 16:9 screen did you use the appropriate command line option in the target box of your shortcut?
