Is there a time limit to how long a city can be inactive?

There really should be if not, one of my neighboring cities has a crime problem and he hasn't played in it for 3 weeks let alone be online in three weeks. I'm trying to take care of his crime problem since all of his criminals keep coming over to my city so as of now his city has 12 of my police cars volunteered out 56 police cars; my police budget is spiraling out of control because I'm trying to arrest so many criminals (including countless murderers) that keep entering my city. In fact all because of his city, my police budget is now the largest portion of my budget which is making my city lose 17-21k a hour (the police budget itself is now at 11,925).

 

I originally built one police station, and it did well for a long time but eventually more and more criminals began coming into my city, so I decided to build a police precinct (and expanded it immediately to include more police cars, a helicopter, a dispatch tower, and a crime prevention center) and closed down the old police station, but I realized my crime rate was still going up so I decided to open the old station back up, yet crime was still going up so overtime I ended up with 5 police stations total and it seems like one of them is donating every car it has to the abandon city. 

 

So does anyone know if this game has a limit to how long a city can be abandoned? His city is killing my city and I need to take it over immediately before I end up having a budget crisis. The funny part is his city is donating police cars, fire trucks, ambulances, and dump trucks to my city, yet mine is the wealthiest by far in the region and doesn't need his services. I wish I could cancel the services myself and donate a bit more police cars to his pathetic city.  :lost:

I've read somewhere that the inactivity limit for an abandoned city before it's deleted from the region is four weeks, however that server "feature" is not currently active, nor is the ability to take over an abandoned city yourself, so the abandoned city could potentially stay in your region forever in its current state..

 

The best you can do – and I wish I was joking about this – is submit a complaint to EA's online support to have the city be removed.
