I do not understand how air pollution works!

So basically to my understanding of the wind and pollution , the air pollution aka "bad air" travels the direction the wind is blowing. Lets say i have 4 cities in a region, at their direct location is North, south, east and west. The wind is blowing towards north and my north city is a dirty industry zone with coal power plants and such. I expect this city to be worst air pollution place then my south city is a tourism hub with casinos, the air pollution from my north city should be blown off the region and not affecting my south city, is that right? But in my case, the air pollution is affecting my south city and i have no idea why! The region have other cities too but the cities are directly behind my south city and they are not claimed! 

 

This is giving me a headache :( My sims in the tourism city are getting sick from the germs causing the healthcare to be overcrowded.

This is my thinking:

 

You produce air pollution in a city, the wind takes it out the way it's going in your case north. But once out of the city that pollution is divided with the number X for total air in the region. Then the resulting number Y is the air pollution that will be sent into every city no mater which way the wind is blowing.

    I have created another city at the location "west", after playing it for awhile, i was surprised there was not a single smoke in the city. No dirty industry at all but my city at south still have bunch of air pollution spawning on the edge of the map. Is this a bug?

    I think that the server was supposed to track the direction of the wind and send the air pollution to the right places. But if it's not a bug then they change the design half way and just left elements of the old design still in place.

    What do you mean? Can you elaborate more? The city farthest away from the pollution source is being polluted while the city thats nearer is getting none which is something i dont understand.

    What I mean is that, you have the wind and the direction in which it blows so it takes the air pollution out of your city. I think that they wanted to make it so that once that pollution leaves a city, on the wind, it's taken to the next city that is on it's path, and then the next one after that.

     

    But they never actually implemented wind in the region so once the air pollution is out of your city, and in the region, it is collected as information. That is the end of that design.

     

    Then they implemented another design, that one makes it so that once your air pollution leaves your city it increases the air pollution of the entire region, all the air in the region, NOT the air in each city, just the space between the cities. Then once you start a new city the wind that is coming into your city carries the air pollution from the regional air.

     

    The problem is that cities that are up wind, by the first design, aren't meant to get air pollution from the general air pollution from the region which is the second design, but from the city that that is sending the air pollution to them down wind which was the first design.

     

    That is why you have pollution that came out of one city coming back into it from the other side.
