Maximum Number of parks!?

I was making a major metropolitan area in a large tile and for the first time ever I went to place a park and it was red(could not place).  So i went to medium parks and was able to place a few of them, then they too became red.  I then switched to plazas, and was able to place a couple before they too became red, then tennis courts...Well, you see where I am going with this. 

 

Nowhere on this map can I place any kind of recreation now.  Is this supposed to be like this?  Is there an actual limit?  I have never heard of it before.

 

Edit:  It was just a glitch, I found all I had to do was run my cursor out away from the area and come back to the place I wanted it and it would turn blue again.  Sorry for the bother. Once again I got a knee jerk reaction, I will work on that.
