SC4 red and green squares

Or you just download a street light mod that required a hardware rendering mode. Another possibility is, you are missing dependency and that you might also downloaded the Pegasus mod called PEG OPPS that will create a multicolor smudge like shown in the picture instead of brown boxes.

You might wanna re-read the readme to check any missing file from the street light mod that you downloaded. That, if by any chance you actually downloaded the mod.

Yes, the red and green squares indicate that you're missing some dependencies. They are shown instead of brown boxes because, as Cefien said, you seemingly have the installed.

From your picture, the streetlights are visible, but the missing model is consistent with their location. If you use a streetlight mod, you may have not installed the required LightCone.dat file. A light cone is a model that represents the lit up area on a road.

An example includes the LRM sets. Are you using one of these by chance? If so, take a look through the readme to find the exact files that need to be installed. With some, you'll be given a choice of which to install -- such as light cone tint variations. Often with these, to prevent conflicts, only one file can be installed.

Note: I've moved your initial post to this forum, as it's more suitable for SC4 related issues.
