So i have two processor factories that both have 1x module assembly lines . Only one seems to be getting the materials to make the processors and the other keeps saying it doesnt have any . I have refinieries in my other city for plastic and smelters in another for alloy. Whats the problem ?

There probably isn't enough materials for both factories. Why did you need to plop two factories though, why not just add another line to the first factory? Regardless of how many lines a factory has the input storage capacity stays the same. I assume you already have a trade depot setup to import the alloy, the import trucks might be getting stuck in traffic. If you can try putting down a trade port with rail connection near the factory to reduce delays and stock up on alloy.
