Grayscale map - Error!

I downloaded a map that included a grayscale jpeg and when I did the ctrl-shift-alt-R, it gave me an error saying: "Region bitsize is incorect, 2817x2817 should be 1025x1025. "

Attached is a blue config.bmp

It will make all large city tiles.

If you wish to, edit it in paint or your favourite graphic editor.

Remembering that:

Small city tile = 1 red pixel

R = 255

G = 0

B = 0

Medium city tile = 2x2 green pixels

R =0

G = 255

B = 0

Large city tile = 4x4 blue pixels

R = 0

G = 0

B = 255
