Stuck Rubble Glitch, please help.

So I have been building up my first suburb of what I hope will become a sprawling city, I have been building okay but I have noticed this bug that I can't fix, what appears to be rubble is stuck on my land, I can build over it and with the case of roads and streets, under it. Does anyone know how to fix this?

It could be be garbage, and if so, you need more waste management facilities.

    I thought it might have been garbage and I spammed the entire area with Recycling centres and put the game on full fast forward but nothing happened, if it is garbage, is there a mod that allows you to delete garbage?

    There's an in-game way of getting rid of garbage: It's called the landfill. I would personally go for a waste-to-energy plant, because I'm not wasteful and landfills can be obnoxious to remove.

    Similar items exist on the STEX, albeit they sound like cheating. There are a few "overkill" versions of the WTE plant as well.

    My modest recommendation would be this: Similar alternatives:

    Or if you're nostalgic, you can go for an SC3K-esque incinerator:
