Only certain cities in region crash?

I've built 4 cities(suburbs) all next to each other. They're all saved but now i can only successfully load up one city of the four. If I try to load up any of the other 3 cities the game crashes?!??

I've installed a few mods but i was able to load the cities up after I installed the mods.

The only city that is able to load now is my newest one and it has 2.5 million dollars and quite a few new buildings (downloaded off here) installed.

Does anyone know why only one city works while the others crash?

Any help would be appreciated.

We'll need more information to be able to diagnose your problem. System specs, plugin folder size, if you have Rush Hour and the NAM, etc.
