  1. Colossus Addon Mod

    This is the Windows installer. The Mac OSX Version is a little to buggy for release right now, so you can run this in WINE or download this in a NAM package with a wineskin wrapper at http://sc4devotion.com/forums/index.php?topic=17344.msg505849#msg505849 Version 2.1.1 is coming soon and will include newly PIM-X'ed buildings, better installers for both Windows and Mac, and other little changes/bug fixes.
    There is a lot of myths about CAM out there. For a beautifully written article about what CAM is really about, see the blog by Tarkus here The CAM (Colossus Addon Mod) – Separating Fact From Fiction. This article also give a great idea on some great starter buildings.
    NOTE: If you have merged your SimCity_1.dat file with the original CAM 1.0 file, restore your original SimCity_1.dat file before running this installer.
    Welcome to the Colossus Addon Mod (CAM). CAM changes the way cities and regions develop. This is possible through the use of Growth Stages(Read in Basics of the Manual). This causes the game to progress from small stores, single houses and farms/small factories to Commercial Office towers, Residential High Rises and Large industrial factories less rapidly and much more realistically.
    The altered growth also allows the player better control their cities through the use of zoning density. If the player wanted a nice rural town, zone only light density, with some medium in larger areas. On the other side, the skyscrapers and other large buildings become more balanced and possible with very developed regions. Use of high density zoning will allow these to grow when ready.
    As with any new software or mod, be sure to read the Readme’s and this guide before installing or using the mod. Page 4 of the manual contains the specifics of installation.     Description of new Styles
    Install Types:
    •        IR Fix Only – Will only Patch the SimCity_1.dat file. This will cause IR to be included in the totals for industry for regular SimCity 4. It will also allow normal industrial connections to work for IR. All other install types include this already. Original SimCity 4 files are backed up in the folder \Documents\SimCity 4\Original SimCity Files\
    •        Extended (InvisiChem) – This is CAM 2.1.0 Standard with extended stage ranges for larger regions. The growth I feel is more balanced and lifelike.
    •        Standard – Just like CAM 1.0 stages, just the curves have been smoothed out and the range slightly extended.
    •        Rural – Stages are set for smaller, rural style growth. Stage 15 can happen, it just will be in very large regions and very infrequently.
    •        Midrise – Stages are set to place an emphasis on growing midrise stages. This is similar to the way European cities grow.
    •        Skyscraper – Stages have been set to allow Skyscrapers to grow quickly, even in one city regions.
    All stage settings, except for the Extended version, are the values that were originally developed by RippleJet. All the new CAM 2.1.0 fixes have been included in all versions. The only difference between types is the stages for specific play style.

  2. Network Addon Mod for Windows INSTALLER

    The Network Addon Mod (NAM) combines all transportation network-related fixes, additions and new creations that have been released so far. It will add countless new features to the existing network tools, such as new overpasses, highway onramps, intersections, ped-malls, a ground light rail network, roundabouts and turning lanes.
    This is the Windows version of the Network Addon Mod, featuring an installer.  A Mac version is available here.
    NOTE: The file is available directly on the STEX once more, thanks to the benevolent Dirktator!  ModDB also remains available as a registration-free mirror, which can also be accessed here.

    Installing over previous versions: If you already have a version of the NAM installed, NAM 36 should be installed directly over top of any previous NAM releases, to ensure that your previous installation options are retained.  A clean install is not recommended, unless you do not already have a version of the NAM installed.  For more information, see here.

    Tech Support: Since NAM 36 is now the most recent release, technical support for NAM 35 and earlier is no longer available.

  3. SC4Fix: third-party patches for SC4

    What does this do
    Resolves a crash-to-desktop when hovering NAM puzzle pieces over transit-enabled lots. Allows other DLLs to load into SC4's memory without a GZCOM framework. Requirements
    This fix is made for versions 640 and 641 of SimCity 4 on Windows. Version 640 is a fully-patched SC4 retail copy, and version 641 is a fully-patched digital distribution version (i.e. Steam, Origin, GOG). Although v641 is supported, it has only been tested on Steam so far. If your version of SC4 is unsupported, an error message will appear with update instructions, and no changes will be made to your game.
    Simply unzip the DLL in your My Documents\SimCity 4\Plugins folder.
    To see if SC4Fix is working properly, check the title of your game window. If you are playing in fullscreen mode, alt-tab out and hover over the SimCity taskbar icon. The titlebar will show "SC4Fix (version #)" if loaded properly.

  4. SimCity 4 Extra Cheats Plugin

    The SimCity 4 Extra Cheats Plugin


    The SimCity 4 Extra Cheats Plugin was originally an internal SimCity 4 file, used by Maxis during the development phase to test the game before its release to the public. However, in the years following the release of the game, Buggi, a prominent modder resident here at Simtropolis, contacted Maxis and was given permission to release this file to the public.

    The extra cheats plugin adds many additional features to the game, such as the ability to plop any building or lot at will, the ability to easily set how much money is in your city's treasury and even the ability to add snow to your terrains, as well as many other additional functions.

    However, it should be kept in mind that this file was originally never intended to be released to the public. It was built for testing purposes only. As a result, it should be treated with caution. Using this file incorrectly can lead to game instability and even crashes. No guarantees or comprehensive user guides can be provided with this file, if you choose to use it, you must do so at your own risk.

    How to use this file in the game:

    After you install (see below), enter a city and press the key combination [CTRL] + [x] to open the cheat box. Right click anywhere within the cheat box, you will see a drop down list appear. You can now select a cheat from the list by clicking on it. After you have selected a cheat, press enter to confirm your selection.

    Below is a list of all known cheat codes enabled by this file (as well as the standard game cheats) and a description of their effects. As the effects of some cheats are unknown, not all cheats have available descriptions.

    To fill in some unknowns Maxis has given me the details on a few of the missing descriptions.
    Barstuck - Once invoked, all of your small commercial services (low-density 1x3 lots) start turning into coffee bars, and then they stay that way forever.   WatchMeMove - Enables animation stepping. After it is enabled, control-shift-alt-F11 and control-shift-alt-P implement animation stepping and pausing, respectively.   GP <on | off> - Enables or disables game pause when you switch to another application. This is useful for if you go away from the game and you want it to sleep while it is in the background.    Flora (on | off) | (preserve on | off) | (propogation on | off) | (blast <splat_count> <per_splat_count> <splat radius>)   Controls flora simulation parameters. By default, during city play flora simulation is on, preservation is off, and propogation is off. Preservation refers to the keeping of trees on land when the land is developed. Propogation refers to the spreading of seeds and automatic creation of new flora life in the city.   Example(s) Flora on Flora preserve off Flora propogation on Flora blast 5 8 60  
    Installation Instructions:

    Extract the file SimCity 4 Extra Cheats Plugin.dll to the root directory of your plugins folder. This means put the file in C:\...\My Documents\SimCity 4\Plugins. DO NOT put the file into a sub-folder, it will only work if placed into the main directory. Then enter your game and follow the instructions above.

  5. 'Anti Mod Pollution Increasers' 4 Pack

    I've place all of my 'anti-mod' collection into one file, rather than having to download them separately. In case you don't know already, these Four Lots can make your Air/water pollution, garbage and/or radiation levels go through the roof, these are pretty good for realism if you want to make for example, a industrial wasteland, the air pollution increaser can help you with that. Whatever one of these lots you place, it's safe to say that your environmental advisor isn't going to be happy about it!
    This file includes:

    'Stupid News Ticker' Mod Version 1.1

    Tired of having to clear out a message box full of useless news items?  Or are you sick of missing important messages because you were ignoring all of the junk that your advisors were throwing at you?
    The end is here.  This mod eliminates nearly all of the useless 'news items' that keep popping up.
    Version History:
    Fixed a bug that made rewards unavailable even though requirements were met.  I had to allow all City Planner messages through in order to fix this, so you will have more messages comming through.
    Rather than listing the many messages that were deleted, here is a list of the types of messages you will still get:
    Reward and Airport Upgrade alerts.
    All messages that contain direct links to problem areas.
    Messages that warn you about underfunded civic buildings where a strike is immenent.
    Disaster and Strike Messages.
    Population Milestones (I took out most of the other "Good Job" messages, so I had to leave something)
    Reward 'news-only' items.
    A few misc 'run-once' news items.

    To Install:
    Unzip the .dat file and place into your Maxis\SimCity 4\Plugins folder
    To Uninstall:
    Simply delete or move out of the Plugins folder

  9. "U2" Corrupted Exemplar Fix

    This is a simple fix for the mysterious U2 file in simcity_1.dat. The U2 file turned out to be a corrupted exemplar, apparently it was corrupted during a patching operation, although were not sure if it was patch 1 or patch 2. If you have patched your SimCity using either patch, download this .dat file and drop it in your plugins folder. I'm unsure of the side effects of the corrupted exemplar, but I'm guessing that the building, a CO$$ stage 3, is not showing up in patched games.
    This patch is simple, it just includes the original exemplar from the unpatched simcity_1.dat from the game CD.

  11. 12m Yachts

    Hello Sailor! Add a bit of colour and movement to your maritime paradise with these 12m yacht automata.
    Although somewhat experimental and high-poly models, these are additional yachts that will show in any city that already has yachts sailing in it. Simply add somewhere in \plugins, to revert remove. There are 9 separately usable files. They may be sailable as UDI - I've not been able to test this.

    Tech Note - when changing viewpoints using the arrow buttons or page up/down keys it will take a few moments (max 3 secs) for the models to be correctly lit - this is a consequence of how the anims run and game models exhibit this behaviour too.

      Send your cities back to the 1960s with my newest automata set.  Forget the Assasinations, civil unrest and veitnam.  Just concentrate on how groovy those cars from the 60s look.  These are cars from the peak of the American automotive industry (in my humble opinion).  Believe it or not, I worked on this modd on and off for three years.  Now for the info.
    This mod contains 121 UDI drivable cars for your cities and 120 commercial and residential car clusters.  All cars have custom night lighting.

    In my opinion some network slopes were too steep, so I changed it.
    A slope mod for RHW is included, too. I also changed construction time per tile to zero.

  15. 3D Camera Mod for SimCity 4

    Version 1.0 Finally Released!!!! Scroll down to see change log for Version 1.0
    This is the real, legit SimCity 4 3D Camera Mod; It allows you to finally run SimCity 4 in Full 3D.(the other one is a fools joke, this one's real!) I found that in the DAT file editor, after hours there was a way to make the game full 3D, and I was able to write a code for a special engine to actually render this game in 3D! Obviously, this game wasn't designed to run in full 3D, so there are a few limitations.
    So first, there are a few minor Bugs/Limits, nothing too bad (Most of these are fixed in the first version!)
    - Sims appear over 9 feet tall; I don't know how to fix that.
    - Zones tend to clip into the ground sometimes
    - No 3D Region view
    - Large maps run extremely slow, even in my system (GTX 980 SLI) around 2-3 fps
    - There is no sky above (obviously since it's not meant for 3D), and there's no way of adding a skybox. This mod is best for screen shots for SC4 journals, and that's it.
    - Crashes every 2-3 minutes
    - Is not playable after around 1000 Sims
    - May cause permanent map corruption (BACK UP YOUR REGION BEFORE INSTALLING THIS MOD!)
    - Clouds don't work
    - Shadows only work in Software mode
    - U-Drive it mode is unplayable 9/10 times
    - Night Lights don't work
    - Back of building models missing
    - Crashes during start-up about 90% of the time
    - God mode doesn't work
    - Saving crashes the game
    - Exiting to region crashes the game
    - Exiting game crashes the game
    - Taking screenshots crashes the game
    - Taking Print-Screen screenshots crashes the game (It took me hours just to get the screenshot you see above)
    - Taking a pic of the monitor with your iPhone/camera crashes the camera and game.
    - NAM/RHW/NWM crashes the game, but does work sometimes
    - All tree mods crash the game
    - Some buildings are missing textures and may appear as perfect 3D brown boxes. If you see one, back slowly away and don't make any sudden movements.
    - Animals in God mode crashes the game
    - Mayor mode doesn't work (Crashes if you click on anything)
    - Some LODs look like Nintendo and PS1 graphics in a blender and thrown up
    - Mountains don't work
    - Hills and valley have several glitches
    - Water may not be wet enough
    - Grids crash the game
    - Opening an existing city crashes the game
    - Boats look like they're floating in the air
    - Airplanes don't work
    - Particles don't work
    - Bull dozer crashes the game and doesn't work
    - May cause minor frustration
    - Sim-Mode crashes at selection screen, if it does work, it'll crash at the panel
    - Region-view crashes even in 2D for no reason
    - The introduction still work
    - Disasters work but game crashes when clicking the disaster button about 99% of the time
    - Obliterate City Crashes the game
    - Reconcile button crashes the game (Even staring at it will crash the game)
    - Mayor panel and taxes may crash the game
    - Music doesn't work, turning it on crashes the game
    - Sound does work but may sound like in a blender, and causes CTD
    - Street signs labels doesn't work
    - May do nothing a few times
    - Uses only one-core of a CPU
    - If you crash a plane into a building like 9/11 in the 3D U-Drive it (Which doesn't even work) your PC may explode
    - May cause depression
    May cause thousands of tiny sims to colonize and build cities in your living room or bedroom. Keep an eye out for little zones around your house every hour or so. This is a side effect of the hyper-simulation of the game to allow it to run in full 3D. It is currently unknown why this is happening, but I am working on a solution.
    This mod is a work in progress so I'll try to get past some of those little bugs. Some of these unfortunately are hard-coded into the .exe file, I'll try to make less bugs next time.
    If you can get past these limitations, you'll find it's a very good mod! No dependencies

    To install:
    Unzip the .dat file and install into Plugins. It's that easy! Make sure to remove every other mod you have first and backup your region!
    To adjust settings, right click on the .dat file, click on open with- choose notepad and there you'll see some settings to change.

  16. 3d's Maxis Lots to Realism Mod: Rewards Set 1

    EDIT: I converted the files into zip format
    I was getting bored of seeing the Maxis lots and I wanted to make them better.This is my first upload in a project aimed to improve the maxis lots, not the buildings or effects, to look better and hopefully more realistic. Nothing but the aesthetic appearance is changed in this mod. I would be glad to answer questions the best I can in my lot thread: http://community.sim...re-lot-project/
    This set focuses on a few of the rewards:
    Mayor's House
    City hall Phases 1,2,&3
    Stock Exchange
    Court House
    Mayor Statues
    All I did was add more props, new textures, and change the orientation of the lots of these rewards to make them look a lot more interesting and to fit in better with parks/plazas. Only the Mayor's House and Stock Exchange had a lot size increase to 4x4 tiles.
    There are a few dependencies needed for this that I will also use in future uploads:

  17. 3d's Maxis Lots to Realism Mod: Rewards Set 2

    This is my second upload in a project aimed to make the maxis lots look more realistic, not the buildings or effects; only the aesthetic appearances have been changed.
    This set focuses on the business deal rewards (I did not re-lot the federal prison because the building is the whole size of the lot, there is no sense in adding a larger lot to it. But if there is enough demand for it, I will try and re-lot it):

    Area 5.1(once placed, the UDI planes will bounce back-and-forth, to fix, just reload the city)

  18. 3D's Maxis Realism Farm Mod v1

    Note: My copy of the game was thrown away, so these are the best pictures i could get.
    The intentions of this mod is to re-lot the maxis buildings, not to replace every aspect of them.
    Are you bored of the original farms? They don't look realistic at all to you? Well, here is a mod that might be for you! It replaces all the in-game maxis farms with more realistic looking farms. It also has props that maxis left out when building the farms. Since Maxis put the same building on several different lots, I made each lot as unique as I can.
    *Disclaimer* I could not mod all farm lots, several of them would not let me overwrite them.

  19. 4-to-13 Plugin Converter

    SimCity 4 to SimCity 2013 Plugin Converter
    Release 0.42 beta

    On behalf of the newly formed Modd Squad ‘13 Team, I’m proud to present to you publically for the first time, our latest release, the SimCity 4 to SimCity 2013 Plugin Converter.

    First a little background.

    Our team was formed and our efforts commenced after RippleTurbine, a prominent member both here and at SC4inmotion.com, made an interesting discovery late last year. He found that FSH files along with the LOD data contained within a standard SC4Model file could be extrapolated in such a way that allowed for the generation of a low-detail yet fully 3-dimensional version of the model. However, as was expected, the FSH files only aligned to form a coherent image at a specific angle (the isometric viewing angle of SimCity 4) and that at all other possible angles, the model would appear to have become distorted in some way.

    However, this was not the end of the road as many predicted it would be! It was soon discovered that with the help of a modified version of the BlueFish 3D scanning script (a script created some years ago by the BlueFish R&D group in an attempt to convert static PNG images to 3D geometry on the fly), a mostly accurate representation of the original model could be generated simply through scanning the low-detail model at the point where the FSH files align correctly. Two scanning passes, from the North and South views, were all that was required to completely rebuild the model, including materials, into a highly-detailed three dimensional format. From here, all that was required was to export the 3D data into OJB format (the model format used in SimCity 2013), bake in the textures and import into the game via the use of Ohpee’s geometry import hack.

    After many months of continuing development, we are now at the point where we are confident that a public release is possible (we were working on this even before the game was out!). Please keep in mind though, this is still beta software! We have yet to iron out all the bugs, and some features (such as the ability to convert night lighting) are still under development.

    Known issues:
    - Imported models are only available on the PC on which they have been installed. Loading a city with custom models on a different PC (where they have not been installed) can lead to game instability.
    - Models greater than 1024m in any direction will cause a bugged model to be generated and the import to fail. We are trying hard to find a way to remove this limitation.
    - OJB export crashes when running Mozilla Firefox at the same time. We are looking into this, possibly a co-scripting bug…
    - Simply run the standalone exe file, there is no need to install.
    - Once at the main screen, select your SC4Model file, as well as your SimCity 2013 program files directory.
    - Now press convert. A series of dialogue boxes will automatically appear and you will be able to see the conversion taking place. Once the ‘Importation Successful!’ dialogue box appears, close the program and open SimCity 2013.
    - Your imported model will be available in game as a landmark.

    As of yet, we have not implemented the night-light conversion option into the public release (this feature is currently only available in the private beta – see below for more information). This feature is still under development and will appear in future public releases. We are also working on a way to import SimCity 4 lot properties along with models, but this will also take a while to develop.

    The tool has been tested and is confirmed working with Windows XP, Vista, 7 and 8. A Mac OS X port is currently in development which we expect to be available within a few weeks.
    ***IMPORTANT*** To run this application, please make sure your system has the Microsoft .NET Framework 3.5 installed and enabled. Most windows users should have this package installed.

    Legal issues:
    Respect the rights of the original creators! You may import any SC4 plugin you wish to SimCity 2013 for your sole use at your own PC. You MAY NOT re-upload any form of converted model, however, as these models still remain the sole property of their original creators.

  20. 707 Livery Pack

    Do you like the Boeing 707 but hate the default in-game textures? If so, then this little mod is for you! Inside this package are 3 different files, each containing a .DAT file that you can just plop into your plugins folder and they will appear when you start the game. There are two real world airlines:
    Pan Am (defunct)
    American Airlines (Present Livery)
    Plus, I threw in a bonus VU Airlines (the money has to come from somewhere, and I doubt his other deals are enough for him to afford paying you when you do him favors..)
    Its very easy to install.. even a monkey can do it! Just copy the .DAT file of your choice and plop it into your plugins folder. The .DAT overrides the default texture and voila! You now have a real or fictional-based-on-real 707 flying around your cities and regions! Photos are included and I also included pictures of the real airliners for 2 of the 3 to show which scheme I tried to follow.
    There is one catch, though and that is you can only run one mod at a time.. I tried to do so and the next mod cancels out the previous one.
    The only copyrights here are the use of real company names/logos, specifically American Airlines and Pan Am. Also copyright goes to Maxis for the original 707 model.

  22. Abandonment Dilapidation Modd 1.2

    Warning fix added on fixing selection of building styles.
    Version 1.1 includes a modd that prevents dilapidation from $$$ to $$ and $$ to $ demotions. Use the Plugin_No_dilapidation along with one of the Abandonment plugins. The prevention of dilapidation will occur when the building is rebuilt on an existing city.
    This modd "does" prevent a building from dilapidating to a blackened state for a max period of 180 years; enough time for a city to recover from disasters like power/water outages.
    To ensure the satisfaction of all SimCity Players, different "time to abandon" plugins have been included, ranging from 1 year to 180 years. Select only one of the plugins.

  23. AC Cargo Planes MMP

    This is a simple little file which will add a new icon to your Mayor-Mode flora menu, which will allow you to click to place aircraft from the AC Cargo Planes prop pack on your airports' taxiways, runways, aprons and ramps. It functions exactly like the other SCAG MMP packages, so for further information please refer to the readmes of those files, as this package does not include one, for simplicity's sake.
    There are 11 files included, 3 747-400F, 4 757-200F and 4 787-900F. Clicking each click will advance the 'plop' to a different model, with the 12th click removing the model.

    This package is an addon to the SCAG series of Mayor-Mode ploppable aircraft for use on taxiways, runways and other airport surfaces. It contains 9 747-400 and 2 747-8Intercontinental liveries as follows:
    Air New Zealand
    British Airways (oneworld)
    British Airways
    Delta Airlines
    El Al Israel Airlines
    Qantas Airways
    United Airlines (Pre-2011 livery)
    United Airlines (Pre-2004 livery)
    South African Airways
    B747-8I Lufthansa
    B747-8I Korean Air
    To install this package, open the .zip and extract the folder into your plugins. I recommend the SimCity Aviation Group folder. If you haven't used an MMP before, read the included readme for help.
    To have the models appear, you must install:
    AC MEGA Props Vol07
    AC MEGA Props Vol08
    There are two icons, one for the models with no attached equipment, and one for the planes being towed/pushed by an airport tug.
