Region to Grey Map ?

I am having a little trouble with water/land borders as @CorinaMarie's posts above have shown. Most, really most maps I've down-loaded shows these glitches. So, is there a way to go the other way around from region to gray map ? That way one can check the height levels. Another option would be to check the heights directly in region/city tile.

SC4 Terraformer can happily load a SC4 region for editing and save it as a greyscale image. Water is one of the hardest parts to get right, I find myself switching a lot between terraformer, Photoshop and the in-game region when tweaking it.

Other than lighten the gray part to raise the terrain, I'm at a loss for what else to do.

That's my whole problem. I have never got to make terraformer, Desginer, SCm (I may getting the spelling wrong) and al those to work for me. Even with the tutorials when they applied.

Me too, my dear lady. Rising the height levels with your suggestion does not answer the problem of Land/Water levels.
I posted a Reply to that somewhere else... So I'll get back to that -and to this one. I'm convinced that this an important topic, so I will keep commenting at it...

      I found these maps in a very old folder -almost 10 years old. They are not in recent releases of SC3U, So I decided to upload them after testing them in my recent GOG version of SC3U. They seem to work OK. So, enjoy !

      SimCity 4 is a really fun game (funniest in the whole series in my opinion) BUT there's just one thing that kinda gets to me. I don't really like how the whole map is a grid and all the cities have to be shaped as squares. I have a whole regions that's supposed to be a country, but I want to draw state-lines/borders around it from the city view (blame my OCD for caring so much about that) 
      I'm just curious, does anyone have a method of doing this?
      What i'm planning on doing is using the sign/label tool and adding a bunch of dashes: '-' around to make it look like a state line, but does anyone think there's a better way of doing this?

      I am having an issue with creating Config.bmp files. SimCity 4 seems to completely ignore small cities (red) in the config.bmp! The region does not show any small cities! it is as if the red in my config.bmp isn't even there! If you zoom way into my config.bmp, you can obviously see red that is 1px wide at the left edge, SimCity 4 is ignoring this. The SimCity 4 Terraformer won't accept the config.bmp at all or any config.bmp with red in it. SimCity 4 leaves all red blank, even if it is in the middle of the region!
      Does anybody know what the problem could be?

      Is there any way I can take a region that I already created and use SC4Terraformer or any other tool and generate a grayscale image from that region?
       
      We all know the grayscale image to create a region but I need to create a grayscale image from a region!
       
      Is there any way I can accomplish this task?
